The day before the West Virginia primary, presumptive Republican nominee John McCain, assured of victory here, courted independent voters on the nation's Left Coast.
As coal miners in West Virginia and elsewhere produced the coal that provides half the nation's electric power, McCain called for a mandatory limit on greenhouse gas emissions in the United States.
